Civil File Upgrade

The following notification messages are implemented if a file is being upgraded from a previous release schema.

For example, if you open a file in 10.08.01.xx builds from the 10.07 or earlier releases, the following message sequence prompts you to upgrade. You can set the variable CIVIL_UPGRADE_PROMPT_OFF=1 in the workspace (or at any config level) to turn this behavior off which will automatically upgrade as in previous releases.

Note: We only support the two previous versions for an upgrade. Any older files that 2 versions can be upgraded but may have data loss or stability issues.
